I don't know why you would think that it wasn't sci-fi. Perhaps alternative history sci-fi? Anything that isn't real, anything that is imaginative (like floating cars and bio-engineered humans) would clearly be sci-fi.

If you like alternative history sci-fi, you might try RR Martin's Wild Cards. It has a similar setting:


An alien virus struck the Earth in the aftermath of World War II, endowing a handful of survivors with extraordinary powers. Some were called Aces, which were those with superhuman mental and physical abilities. Others were Jokers, cursed with bizarre mental or physical disabilities.
