I don't know if my boss changed this situation by his own behavior, or by complaining to ADP, but the situation did change.

Your boss may have talked to the plan administrator. Generally, keeping the contributions for a period is a means of generating interest to offset the cost of managing the 401k plan for the employer.

Who notes that most plans are detailed in formal contracts between the administrator and employer and can only be changed by renegotiation...
