I guess I take this as 'not bad news'; i.e, the minimum required for the option to remain open for the Navy to buy an actual, on-the-water motor for later purchases of the new ship. Which, as we've discussed previously, I also think is mandatory for any future commercial ship sales.

So....in spite of all the (government and Navy) budget problems, someone is still trying to keep the HTS motor subject alive; by making sure AMSC et al can be presented as ready to go - if they are ever able to afford (literally) to get serious about it.
