I guess I take this as 'not bad news'; i.e, the minimum required for the option to remain open for the Navy to buy an actual, on-the-water motor for later purchases of the new ship. Which, as we've discussed previously, I also think is mandatory for any future commercial ship sales. spite of all the (government and Navy) budget problems, someone is still trying to keep the HTS motor subject alive; by making sure AMSC et al can be presented as ready to go - if they are ever able to afford (literally) to get serious about it.
