I have not been part of a NW since 1991 when I graduated college. Drexel University in West Philadelphia.

It was run by the IFA and each house was assigned a night. With in our house we had a sign up board. The Sororities ran the base station and each patrol had a walkie talkie to communicate with the base since we did not have cell phones then. If you saw something, you would report it to the base, who would then report it to the police.

So I do have some experience, but it is over 20 years old. I recognize that things have changed. i.e. Zimmerman used his cell phone to call the police directly, but go ahead please how does NW work now?
