I interpret this to mean that shares of stock that have reached LT eligibility can be grouped into one bucket from which I can sell any amount I wish, as long as the average cost basis which I use is accurate, which it is.

I believe your interpretation is not correct. IMHO all it says that you are allowed to aggregate the values for of your sold lots for reporting the sale. I don't see that saying anything about aggregating all (short-term or long-term) lots and using an average cost basis.
