I interpreted it as exasperated rather than peeved. Who has not been exasperated when dealing with bureaucratic procedures? It is not like the SSA required so much documentation before taking the money out of the paycheck. Warning others of the potential difficulties they may face, based on real-world experience only, seems like the neighborly thing to do.
