I just got an investment information packet from Waterhouse, and here is their position on IRA's:

"When you're investing for retirement, you want all your money to work as hard as it can. Many brokerage firms charge fees to set up or maintain an IRA. Others impose certain minimum investment requirements in order to have those fees waived. At Waterhouse Securities, your IRA is free. Period. There are no conditions."

So, Waterhouse sounds like a winner to me. Of course, I'm planning on buying individual stocks, so their online $12 fee is also attractive to me. Good luck!
