Let's assume his pay goes up enough to cover the increased state taxes, and that it's a wash. Therefore, your spreadsheet as it stands is just fine.

Personally, I'd put "we would like to max out his Thrift Savings Plan, and max out the catch-up contributions to the TSP." on hold for now. You have enough else going on.

Over the next few weeks or months, as y'all deal with his new job, your new combined household, and Life in General, you might adjust to, tweak, and simplify the existing budget, after which additional changes can be integrated more easily.
