I must be slow. I've read your post several times and I still don't get it!

Allow me to repeat the joke, with some explanatory commentary.

"I heard that New Yorkers have been cursing the mayor, the MTA, and each other during this morning's commute."

Translation: It has been reported that New Yorkers have been acting in a rude, aggressive manner.

Which struck me as a bit of a surprise. I would have expected them to act differently now that the transit workers are on strike.

Translation: Their current rude and aggressive behavior is not response to the transit strike, but rather is typical behavior for New Yorkers.

I hope this helps. I realize it might have helped you if I had labeled it "offensive to New Yorkers," but I am unconvinced that New Yorkers have the capacity to be offended.

And now, so that this post is not completely devoid of humor, the objoke:
Q: How many New Yorkers does it take to change a light bulb?
A: None of your effin' business!

(Alternate punchline: A: F#¢k you!)
