I saw that article, but the piece that I see is missing is who exactly they bribed at these colleges, and why the bribe-accepters are not also in some sort of legal trouble. You can't pay a bribe without a recipient on the other end to get the desired results.

From the press conference that was live on CNN it looks as though it's mostly about getting false qualifications for the colleges to then base their decision on, though at least one crew coach was paid about $500K to say that two kids were crew recruits even though they had zero experience. It's very much an evolving story. So far it doesn't sound as though the school administrators are culpable.
