I say it depends on the purpose of the “free” thing.

The free day at the museum is just that: a free day for the community to attend. Never ever have I heard that they do this for those who otherwise could not afford. I think it is just a tradition with museums. To kind-of quote SP re social security on the REHP board: “If the government-supported-museum is stupid enough to give me a free day then I'm going to take it.”

Taking free food from a food bank would clearly be wrong. It is obvious that the reason for this food is for those who need it not for those of us who choose not to work. In this situation you are taking food that someone else could use. By going to the museum you aren't taking away anyone's ability to attend.
