I suggest that Martin Luther King day be moved to April 4 rather than as, at now, January 15. The NAACP originally suggested that later date, the day of his death, but Coretta King wanted it on his birthday, which is where it is.

I agree that April is a better time for MLK Day for all the reasons cited. However, I would personally prefer that it be moved to the First Friday in April (or else the first Friday following the date of MLK's death).

Monday holidays during the school year interrupt too many college classes (college class schedules are always heaviest on Monday through Thursday).

A Friday holiday would still provide the requisite 3-day weekend, while allowing college instructors the additional class time they need during the semester to cover the syllabus material.
