I suspect that unemployment for long periods is in itself a big handicap to getting a new job.

On a related note, I recall an article about a European country that found that most of their unemployed either got a new job in the first few months after losing their job, or in the last few months before losing unemployment benefits.

It was first noticed when they had a 5-year unemployment benefit period.

They shortened it to 3 years, and had the same curve.

The article I read said they were now shortening it to 2 years.
