I think before you actually *buy* that home, you should go to the country of your choice, and live there awhile. Maybe a few months, maybe even a year. Check out things such as health care: your policy from the US may not be transferrable, and you say you have a disability. Do they have suitable treatment for it there? You say "vacation home": how long do you intend to spend there, at each visit. What will that mean in terms of visa travel, American citizenship, paying taxes to a foreign country, etc. Depending on what country you're going to, $100,000 may or may not be enough: you should explore the areas where you're thinking of buying, and just as you would in America, check out the ability to re-sell later, should you want to. What would you do with your home in America while you're there? Security measures, keeping up with maintenance (grass cutting, snow shoveling -- all those things cost money if you're not doing it yourself). What would you do with the vacation home in Europe when you're not there? Same kinds of concerns!

I agree with your basic premise: I, too, am disabled, and don't know what will happen in the next 5 or 10 years. But I express that by simply travelling to other countries (or other places in the US), not buying a vacation home, or second home...
