I think I can fix the burned circuit OK.

Done - It works, and is safe to reuse.

I removed the cabinet, sanded rusted areas and wet sanded the entire cabinet. will prime with Rust-Oleum gray automobile primer and finish with a high gloss white enamel, both sprayed on (with "spray bomb cans"), after masking. If I owned the apartment, I would replace the cabinet with a decent maple cabinet to match the cabinets and trim in the apartment, but I don't want to spend $300+ for a lighted Oak medicine cabinet in a rented apartment.
