I think that the issuance of bonds to reduce the debt has already been looked on as favorable by the market. IMHO this is one more move towards PPL becoming a dynamic growth company instead of just treading water and waiting for someone to buy them out.

Value Line still thinks that there is more upside to this company than to the utility sector in general.
