i think you can find information regarding the tax laws for 401k's at www.irs.gov and other information at www.dol.gov (the department of labor) which links to the pension and welfare benefits administration website.

you may even be able to find the irs publication outlining 401k's (but it probably won't be very easy to read). other than that, i doubt if you'll be able to find a nice, neat list of rules, but it you have a specific question regarding regulations, that's where i'd start to look.

please remember, though, each plan (i.e., employer) can have rules that wouldn't be addressed by either agency. the summary plan description provided by your hr/payroll/benefits representative would have the rules specific to your employer's plan.
