I understand your dilemma, and commend you for wanting to help in the best way possible.

In a nutshell, you want to HELP, but not ENABLE.

And paying her other bills so she can get out of CC debt is, basically, enabling.

If you can somehow put a freeze on her credit history and get the limits on her cards lowered, that would certainly help. Not sure if that's something a third party can accomplish, but it might be worth checking out.

Requiring her to surrender her credit cards to you, thereby preventing new debt, might be discussed as well.

It sounds as though you mother really needs a trustee/advisor sort of relationship set up with her funds, if she's incapable of handling her finances.

A family meeting or intervention of sorts might be called for... but I would first meet with siblings to discuss who would be responsible for what. Then present the plan/conditions to her and let her make the decision. Like others have commented, she either takes it or she doesn't.

I do feel for you, and anticipate having a situation like yours in my future someday; you have my sympathies and best wishes.
