I went to the website, looked up my state, and it is not free. Whats up?

That's surprising. Almost always the initial consultation is free. While CCCS organizations that belong to the NFCC are non-profit, there are operational costs and I guess this one feels it needs to charge for some counseling services.

I notice they have some free services as well. I would give them a call, describe you situation, and see what they are willing to offer in terms of free education and what they would charge for the services you need. If I read it right, in person counseling would be $45 to set up and $5/mo up to $20 for a maximum outlay of $65. If they can help you find a way to save $350 or more per month and work out payment plans with your creditors, wouldn't you think it's worth it?

Who apologizes for setting expectations too high but still thinks, given the divide in the relationship, that seeking help from an independent professional would be beneficial...
