Doesn't say where in the state, which doctors or hospitals or cost, of any of the plans, but what does all that matter?

I apologize. It does say the rate without any detail of deductibles, etc. and somewhat ambiguously hints in what part of the state. It does not describe which facilities or doctors are in the network.
If you go to the website associated with that rate I can't see what that has to do with the exchange solely.
