If I understand the difference correctly, Dutch Processed has been alkalized and is therefore less acidic than regular cocoa. Consequently, you don't want to use dutch processed cocoa in a recipe that is going to rely on the acid in the cocoa powder reacting with baking soda to give it any lift. (i.e. a quick bread).
