If I was in this situation, I would return the money to the 529 and deal with it at tax time. For colleges, it has to happen with 60 days.* I would include an explanation that this was due to school closure/Covid if necessary. You can't be the only one in the country in the situation.

I think the instructions for secondary school returns weren't provided because they hadn't gotten to it.

*With colleges having changing plans day to day, I am guessing they will be dealing with many similar situations.
