If Matlock is a small breed dog, he may have a collapsing trachea. I have two Schipperkes who have this problem to varying degrees, and one of them has to take antihistamines 2x a day for the rest of her life in order to keep inflamation down. This may be a problem in cats, too, but I'm not sure.
