If you are philosophically averse to bigger government then cutting taxes while increasing spending is the worst of all possible worlds. Why? Why would increasing spending and increasing taxes be preferable to increasing spending and cutting taxes? I would certainly rather have the second. And I have read that the case for the second is that even a legislature gets feedback, and that it is somewhat effective to cut taxes and then let fear of inflation and other bad results put the pressure to hold spending on the legislature.
