I'm really surprised that this happened. I work for Costco for 5 years doing Loss Prevention work and the company is very strict about hands on policy...that's why cops were called. But, I also went through the Sheriffs academy and work with the local sheriffs in my town. As a cop you are trained that a person with a knife, scissors, anything sharp that can be used as a weapon is a threat within 21 feet. At 21 feet a person can close the distance between them and the officer before they can get to their weapon. I've seen it first hand...it is crazy...but I'm still shocked that this happened.
