inflation-adjusted interest rates have steadily declined in recent decades, and are now negative in most advanced countries.

But hasn’t that always been the case? I don’t think it has ever been positive in my lifetime. The article is behind a pay wall, so I don’t know if it says, but when was it last positive in most advanced countries?
