To answer your question without the political discussion, it hasn't passed, but it isn't dead. They're still diddling about, weeks after their originally proposed adjournment date. We'll just have to wait and see what winds up in the monster bill that will be slammed together and passed without anyones really knowing what's in it.

We've been keeping abreast of this on the index funds board if you want to check over the posts on this subject over there. A couple of indexing Fools have their fingers in the cookie jar so to speak;-)

Nothing done yet, as far as I know, and prognosis is not likely soon, alas. I was all set to do a second job next year if limit for age 50 and over was raised for IRA contribution....
