I've heard all about who gets the payment and how much. What I haven't heard mentioned is whether it will be taxable income or is specifically exempt in the legislation. I'd like to think Congress meant it to be non-taxable income but has anyone told the IRS that?

rebates, refunds, tax credits and refundable credits are not includable as income. It would defeat the purpose of the refund/rebate if it were taxable.
