Is there a reason I didn't get this package,

I think the IRS quit mailing those packages completely. It can get a bit expensive to print and mail all of those packages when the majority of them just ended up in the trash.

and will not having it create unnecessary complications when submitting my tax return?

Nope. As long as you know your name and address, that is. ;-)
