Yeah, pretty much. Many companies are saying (SeaDrill came right and said it) that with a potential increase in dividend tax rates starting next year, let's reward shareholders before the end of this year.

Plus, many companies are currently flush with cash, so returning it to shareholders is tempting. One news article even called for Apple to pay back $30 per share, though that's extreme.
