It looks like it could be one the no name Wagner skillets that were made, mostly to sell in stores like Montgomery Ward, Sears and similar at reduced prices, while continuing to differentiate their branded ironware, so they could sell them at a higher price. It seems to compare pretty closely with this Unmarked Wagner No. 10 Cast Iron MADE IN USA 11-3/4 Inch Skillet:

Hard to tell for sure though as there were a myriad of cast iron manufacturers, a number of which sold some unbranded iron at reduced prices. Many of these pieces were excellent "users", just didn't have a great deal of collector value.
