It's never a sure thing. I did manage to buy Exxon soon after oil prices were negative. It has done vey well so far. The dividend paying 9+% has survived.

Most dips are likely to get you a few percent cost advantage. 10% or more comes up occasionally. But you need clear ideas of value to succeed at it.
