It's a standard practice to always keep the rights to any designs you produce, that way you can re-use the drawings, etc with little or no extra effort. The traditional method is to have a set billing rate per hour of effort and have your final cost based on that. You could provide an estimate on how many hours you project will take for this design and negotiate this and a final price with your prospective clients (once they agree to take you on).
