I think you (and most others ) missed the most important reason for the faster penetration of wireless phones and related technology in Europe vis-a-vis USA. It is a simple economic issue. The cost of wireless phone calls in USA is still significantly higher than cost of landline phone calls, while in Europe the cost of the two are a lot closer. Even most of those who have wireless phones in USA try to limit their calls to emergencies and very short conversations. If and when the price gap in USA narrows to be comparable to that in Europe, you will see the same rapid increase in penetration and growth in airtime.
