I thought this tidbit from our base OPSEC report was interesting (report is a week old.)

Around 09:00 local time on 22 Feb. 2002, a customer shopping in a supermarket in Efrat in Gush Etzion, Israel noticed a suicide bomber attempting to set off an explosive belt. The proactive grocery shopper promptly shot the bomber. A small explosion did occur, however, but did not result in any casualties. Another attentive shopper noticed that the now injured suicide bomber was attempting to detonate yet a second device and promptly shot the terrorist in the head at close range, thereby removing the threat.

We just sent a team of folks for a program management review in Israel (We sell F-16's to foreign customers--in my case Bahrain.) They did a risk analysis exercise before going and must have determined it was OK (they will be in Tel Aviv.) I was surprised they didn't cancel, but I think they didn't want to offend the Israeli's.
