All my friends think I know every answer financial and legal, but this has me stumped. In reality I don't practice tax law so I just don't know.

My friend lived in DC for 6 months, then moved to Virginia. It is unclear in which one he lived longer in. He never told his employer he moved to Virginia. They made deductions from his check for local DC taxes. So now comes the issue who does he owe and how much?

Gut instinct would tell me he owes DC taxes up until he lived there, and Virginia thereafter. But I'm just not sure. Any tax gurus know?
