< Education is usually the best opportunity to get out of rural poverty, but too many fail to take advantage of that route.>

Those who get a good education (by dint of personal effort) take advantage by leaving the poor rural area for brighter opportunities elsewhere.

I observed that with the young lady I mentored from 2010-2017 (along with her mother and grandmother who accompanied her to my house for weekly tea). All three of the daughters in the family went to college. I would be surprised if any of them returned to this area.

It's a rural-to-city brain drain.
