Seems awfully skimpy, especially if they plan to do any traveling. I would almost guess closer to 4-5k/month. Either way, in good shape considering 3200 is in pension and SS.

What type of things should he be investing in, and what should the % breakdown in those investments be?>>>

I'd pull it out into his IRA. Pick a few screens from this sight that they'd be comfortable with and invest. At 66 and good health, they could live another 25 years, still need to think long term.

I found Suze Orman (?) "You've Earned It, Don't Loose It" to be very helpful.
