Manpower planning was the aspect of the personnel function that was designed to insure that the institution would have the number of people it needed, when it needed them.

In recent decades, that has often been abandoned as a business goal, supposing that the chronic labor surpluses would always allow employers to hire people they needed, when they wanted them.

The current labor shortages, the first in many decades, is proving that that style of business is wrong. Many business are finding the they don't have the people they need to do the work that needs to be done, and they can't find the people they need by calling TempworkersRUs or Craigslist.

Oh, boo hoo! I feel so sorry for their moaning and groaning!
