I have seen it too. But without software it is a naked king. Err a naked bum, not a king at all.

Why would a good company have developed the hardware first? All the pieces should be delivered just in time. Without software, it is just costly but worthless inventory.

The hardware is not risky or hard to develop. The software is. To minimize expected loss in R&D, the riskiest part should be attempted first.

As many as 90% of software projects fail.

<I don't know how happy the customers are, but they keep coming back for more.>

Individual customers may make bad decisions, the crowd does not. Some customers may be throwing good money after bad.
