LBJ had a number of memorable quotes.

My favorite involved FBI director J Edgar Hoover. A number of presidents before Johnson wanted to get rid of Hoover. Yet his detailed files on many powerful people prevented them from firing him. The quote was "I'd rather have Hoover in the tent p***ing out than outside the tent p***ing in".

Of course at its core Hoover had something on everybody that counted. Put another way, they all had something that they didn't want to be known by the public.
