Mandatory distributions applies only to conventional IRAs and 401Ks. It forces you to take distributions from the account and pay income taxes on those distributions (except for a portion counted as your after tax contributions).

No, mandatory distribution does not apply to Roth IRA, and income tax is not paid on distributions. But you must hold funds in the account 5 years before taking distributions.
