Median and low income folks just couldn't go to college.

I attended a state university in the early 70s. Tuition was less than $200 a semester and books were around $100 a semester. Graduate school was $40 a credit, it is now over a $1K per credit.

My parents and my aunt and uncle would have been considered low income. None had attended college. All the kids graduated college. My cousin has a doctorate, which he obtained without loans.
