Missouri passed a constitutional amendment to expand Medicaid to the figure you site. But the state legislature refused to fund it (session ended just last week).

Now it probably heads to court to decide what happens when or if it runs out of funds.

The legislature claimed it would have been ok if it included a funding mechanism. But without one, the amendment requires them to raise taxes or cut other programs to fund it. They were having none of that. So court gets to decide. We are a balanced budget state.
