If you have the incredible misfortune to be a military retiree, you can "base hop" around Europe for $25/flight. The local economies are far better on the dollar than the US. Other than that, Mexico would be your next option--cheap dental work, cheap prescription drugs, but no bank in the US would transfer your funds! My suggestion--have a bank on a border town in Texas (no state income taxes), come into town once or twice a month for American money, then disappear into the desert to spend it! A P.O. box should suffice for mail and a needed address for the bank.

I recently sent away for a book called,"Choose Mexico", about retiring on a shoestring. If you like, I'll update you once I read it.

Watch out for snakes, scorpions, wild dogs and pigs, and the IRS! Oh yeah, and hurricanes that stray from Bret.
