My 92 Civic has read about 5mph fast (meaning I would drive 5mph slower if I didn't account for it, as you point out) for its entire life. My 04 Toyota Sienna is about 3mph fast. Our new Hyundai Elantra is dead-on.

Back when the Civic was still relatively new, I called the dealer and asked about getting it "fixed". They told me that up to a 10% variance is still within specs. Seemed screwy to me at the time, but I've just adjusted for it over the years, and didn't ask about our Toyota.
