My employer didn't change any federal taxes on the two July paychecks compared to the two June paychecks. Is it too early for them to use the 27.5, 30.5, etc. brackets?

The withholding changed July 1, and my employer instituted it. However the IRS Publication 15-T, which gives the withholding tables for the new law, says "as soon as possible." So I don't know that there's much you can do. Bt the way, unless you're at a very high salary, the change is not great.
