When the call arrived, the caller-id on my phone started out with SPAM before the id: KEMP TX. I did not answer it, so my answering machine picked it up.

The robot who called me did not wait for my message before beginning her spiel, so I do not know what she said at first. But she did say I need to answer some questions about my social security before they cut off my benefits. She then gave me a telephone number to call. Needless to say, I deleted it and did not call it.
