My first thought to limit tourists is to make AirBnB (and similar) illegal. No camping on the beaches. No more building resort/hotel units (either expansion or new). Suddenly, there will be a fixed number of rooms available, and that number would be known. It may take a bit of time, but people will figure out that they have to have a room before boarding the airplane, or they can't sleep in Hawaii.

That's the way things are generally headed. On Oahu, AirBnBs are limited to certain zones, although many operate illegally.

On Maui there has been lots of talk about eliminating or pausing new development, but that's mostly just been talk thus far.
